תקציר

הערכה היא חלק בלתי נפרד מתהליכי הוראה-למידה. המיצ"ב הוא כלי הערכה חיצוני רחב היקף השייך לתחום של הערכת לומדים, ונועד לשמש כלי להערכה מעצבת: "לתת לבתי הספר כלי לתכנון, לשינוי, לקידום ולשיפור עבודת בית הספר". במחקר זה נבדקו תפיסותיהם של מנהלים ושל מורים את מטרות המיצ"ב בהשוואה להצהרות של משרד החינוך. לשם כך נערכו ראיונות פתוחים עם 30 מנהלים ועם 92 מורים. מהממצאים עולה שלדעת המנהלים והמורים, בדיקת הישגי התלמידים היא המטרה העיקרית של המיצ"ב, והם לא רואים במטרת המיצ"ב כלי עבודה, כפי שמשרד החינוך מצהיר. גם אופי תפקידם בבית הספר משפיע על תפיסת המיצ"ב כהערכה מעצבת או שיפוטית. מנהלים רואים במיצ"ב בעיקר כלי להערכה מעצבת, בעוד מורים תופסים אותו בעיקר כהערכה שיפוטית. ובקבוצת המורים – אלה הממלאים תפקידי ניהול רואים במיצ"ב גם כלי להערכה מעצבת, בעוד מורים שאינם בתפקידי ניהול רואים בו כלי שיפוטי. מורים המלמדים את מקצועות המיצ"ב מודעים יותר למטרותיו ממורים המלמדים מקצועות שאינם נבדקים במיצ"ב.

Abstract

The GEMS (Growth and Effectiveness Measures for Schools) is a largescale, external test. Its major purpose is "to aid school staff in making informed decisions in order to use resources wisely and to improve school functioning". The aim of this research was to examine principals' and teachers' perceptions regarding the purpose of the GEMS as compared to the goals declared by the Ministry of Education. The research group included 30 principals and 92 teachers. The main findings showed that the majority of the principals and teachers did not perceive the test as a working tool. Most of the goals were perceived by the principals as formative evaluation while the teachers perceived them as summative evaluation. The roles of the teachers in the school affected their perceptions: teachers who taught the subject matter tested in the GEMS were more aware of its goals than teachers who taught subjects that were not tested in the GEMS. Teachers in managerial positions had similar perceptions of some of the goals to those of the principals.
