East Jerusalem Teachers' Approach to Hebrew Language Acquisition and Communication

תקציר

מאז ומתמיד הייתה ירושלים עיר רבגונית ומקור לקונפליקטים בין תרבויות, דתות וזהויות. המחקר המתואר במאמר זה מתמקד בבחינת היבט מעניין של העימות הישראלי-פלסטיני: רכישת השפה העברית בקרב מורים ערבים ממזרח ירושלים שמועסקים במערכת החינוך הישראלית או שואפים להיות מועסקים בה. מערכת החינוך במזרח ירושלים מפוצלת בין מוסדות בפיקוח משרד החינוך הישראלי למוסדות בפיקוח משרד החינוך הפלסטיני. משרד החינוך הישראלי דורש מהמורים העובדים במערכת הציבורית שבפיקוחו להשלים בין השאר לימודי עברית במוסד אקדמי ישראלי. מאמר זה מבוסס על מחקר כמותי שהשתתפו בו 113 מורים ערבים ממזרח ירושלים אשר למדו עברית במוסד אקדמי ישראלי. המחקר נועד לבחון את יחסם של מורים אלה לרכישת השפה העברית ואת מידת נכונותם להשתמש בה כשפה שנייה או זרה כדי להשתלב במערכת החינוך הנמצאת בפיקוח משרד החינוך הישראלי. המשתתפים במחקר התבקשו לענות על שאלון אשר כלל ארבעים היגדים. ההיגדים מוינו לשבע קטגוריות של גורמים המשפיעים על היחס לרכישת השפה – חלקם מקדמים את רכישת השפה וחלקם מעכבים או מונעים אותה. מממצאיו של מחקר חלוץ ראשון מסוגו זה עולה כי רכישת העברית בקרב המורים ממזרח ירושלים נובעת מכורח ומשיקולים אינסטרומנטליים-תועלתניים, והיא מלווה בתחושת פגיעה במעמדם של המורים כאזרחים פלסטינים. במחקר לא נמצא קשר בין ידיעת העברית לבין נכונות פוליטית לנורמליזציה של היחסים עם ישראל.

Abstract

Jerusalem has always been a diverse city and a focus of conflict between cultures, religions, and identities. This pilot research examines the Israeli-Palestinian conflict from the language aspect, specifically the acquisition of Hebrew by Arab teachers in East Jerusalem who are employed – or intend to seek employment – by the Israeli Ministry of Education. The educational system in East Jerusalem includes schools that are under the supervision of the Israeli Ministry of Education, as well as those supervised by its Palestinian counterpart. The Israeli Ministry of Education requires Arab teachers in public schools to study Hebrew at an Israeli academic institution. This quantitative research involved 113 Arab teachers from East Jerusalem. The participants filled out a questionnaire, which included statements as to their attitudes and convictions about acquiring Hebrew and communicating in it. The results reveal that, for the most part, Arab teachers in East Jerusalem acquire Hebrew for instrumental reasons, mainly as a result of the external demand to do so, and that this acquisition is viewed as affecting their Palestinian identity. The survey did not find a correlation between the acquisition of Hebrew and a political propensity toward normalizing relations with Israel.
