תקציר

במחקר זה נבחנים היבטים של סיכוי ושל סיכון להכשרת מורים בעקבות המלצות ועדת דוברת, כפי שעולה מעמדותיהם של 82 מורי מורים ומתחזיותיהם לשינוי הצפוי בעבודתם ובהכשרה להוראה. ממצאי המחקר נאספו בקרב שתי קבוצות של מורי מורים בשתי נקודות זמן: לאחר פרסום דוח הביניים ובטרם פורסם הדוח הסופי. השאלות הסגורות בשאלון העמדות עובדו במתודולוגיה כמותית, ואילו השאלות הפתוחות – בניתוח תוכן. מהממצאים עולים סיכויים וסיכונים להכשרה בעיני מורי מורים. המשיבים הסכימו שיישום הדוח יוביל לחיזוק הפן האקדמי בהכשרה להוראה ולפגיעה בזמן המוקדש להכשרה המעשית, וצפו את חיזוקם של כישורים מקצועיים ואישיותיים בקרב מועמדים להוראה. הם העריכו שיחול שינוי מועט בלבד בעבודתם. ניכרה כמיהה לשינוי אצל בעלי תואר שלישי. באופן כללי, המשיבים תפסו את המלצות הוועדה כסיכון להכשרת מורים יותר מאשר כסיכוי. במועד ב' פחתה תמיכתם בהמלצות הן כסיכוי והן כסיכון להכשרת מורים. מודעותם של קובעי מדיניות למגמות של סיכוי ושל סיכון ולמאפייני מועמדים ויישומן של תובנות אלה בתכנון רפורמות עתידיות, עשויים לאפשר תכנון של רפורמה ראויה להכשרת מורים וקבלת תמיכתם של מורי מורים בהטמעתן ובהצלחתן של רפורמות עתידיות.

Abstract

This study examines the opportunities for and the threats to teacher education in the wake of the Dovrat Commission's recommendations. It was based on 82 teacher educators' attitudes toward and predictions of the anticipated change in a college of education in central Israel. Data were collected from two groups of teacher educators at two time-points between the publication of the interim proposal and that of the final recommendations. The closed questions in the attitudes questionnaire were processed quantitatively, while the contents of the open questions were analyzed qualitatively. Findings reveal both opportunities for and threats to teacher education. While the respondents anticipated the reinforcement of the academic aspects of teacher education, they predicted a reduction in the time devoted to practical preparation. They also predicted the bolstering of future teachers' professional and personalitybased qualifications. The respondents anticipated only minor changes in their work. The desire for change was manifestly greater among holders of doctorates. Support for the recommendations as opportunities for and threats to teacher education diminished at the second time-point. The policy-makers' awareness of the opportunities and threats, of candidates' characteristics, and of the inclusion of the above characteristics in the planning of future reforms, may well augment teacher educators' support of future reforms and occasion their success.
